Los Angeles garages vary in age, construction and legal history. A detached garage, attached garage and carport do not begin with the same structure or code relationship. The useful question is not “What does a conversion cost per square foot?” It is “Which parts can remain, and what work creates a complete permitted dwelling?”
Confirm the existing record
Collect the parcel and permit history, then compare the approved footprint with field measurements. Record whether the structure is detached or attached, its current legal use and any prior alterations.
Do not hide an uncertain record inside a construction allowance. Identify who will research it and how the design changes if the existing condition is not documented.
Inspect before choosing conversion
Slab and foundation
Record cracks, level changes, moisture evidence, perimeter details and finished-floor requirements. Ask how plumbing trenches, reinforcement, insulation, moisture control and thresholds affect the proposed floor.
Walls and roof
Check framing condition, termite or decay evidence, roof structure, lateral resistance, sheathing and weatherproofing. State which framing remains and which is rebuilt.
Height, openings and daylight
Measure clear ceiling height and proposed door/window openings. New openings can require structural work. The room layout must still provide compliant light, ventilation, egress and safe circulation.
Fire and sound separation
An attached conversion interacts directly with the main dwelling. A detached structure close to property lines or other buildings may also require rated assemblies. Ask the designer to identify the governing condition rather than relying on a generic detail.
Utilities

A conversion should not win because the first proposal assumes the existing structure is sound while the other proposal investigates it.
What should the drawings include?
The package may need existing and proposed plans, structural details, energy documentation, building-system layouts, site plan and agency forms. Requirements depend on the jurisdiction and project.

How much does a garage conversion ADU cost?
Provider-published Los Angeles figures vary widely. A simple headline may exclude structural repair, trenching, service upgrades, design, permits, appliances or restoration. Compare a conversion budget using the same categories as new construction, then remove only the new-building work that truly is not needed.

- heating, cooling and ventilation;
- appliances, cabinets, tile and fixtures;

When is conversion a poor fit?
Conversion may be poor value when most of the structure needs replacement, the footprint cannot support a useful layout, the finished-floor solution is awkward, access or utility work dominates, or losing the garage harms the property more than the ADU helps.
An attached ADU or JADU may meet the household goal with a different use of existing space. A detached new unit may provide a clearer long-term result when the garage has little reusable value.
What should a provider show?
Ask for completed conversion projects with an identified jurisdiction and similar existing structure. Verify the current CSLB licence and contracting entity. Request a written inspection basis, not only finished photos.
The contract should identify demolition assumptions, concealed-condition rules, allowance schedules, permit responsibility, payment milestones and written change orders. Use the builder comparison to keep the bids aligned.
Record the investigation decision
Finish the inspection with a short decision record. List each major element as retain, repair, replace or unknown. Attach the evidence used, such as measurements, photographs, visible moisture notes, framing observations and utility assumptions that still need confirmation.
Request an alternate price when one unknown could change the project route. For example, show the expected cost if the slab remains and the defined adjustment if later evidence requires replacement. The adjustment will not remove all risk, but it will make the risk visible before demolition.
Also record what the property loses when the garage becomes living space. Storage, parking, workshop use and equipment may need another solution. Include a new shed, driveway, enclosure or landscape work in the same Los Angeles California ADU budget, rather than treating it as unrelated owner work.
